Tom Bogan is a 62 year-old attorney who was born in Utica and grew up in Clinton, New York. He graduated from Clinton Central School in 1969, from Hamilton College in 1975 and from Cornell Law School in 1978. He served as a member of the United States Army (XVIII Airborne Corps) between 1971-1973.

Following his graduation from Cornell Tom returned home to Clinton and practiced law for 15 years in Utica, New York. During this time period he served as a member and officer of the Clinton Rink Association, as chairman of the Sports Committee for the Greater Utica Chamber of Commerce, and as a member of the Clinton Central School Board of Education. As an attorney he had an active trial and appellate practice, representing several local municipalities and school districts. He also served as attorney for the Village of Clinton, for the Town of Augusta Planning Board and Zoning Board of Appeals, and as an Assistant County Attorney for Oneida County. He belonged to several professional organizations, and held several offices, including one term as Chair of the 4500+ member Torts, Insurance and Compensation Law section of the NYS Bar Association. 

In 1994 he was appointed as a No-fault and SUM Arbitrator by the State Superintendent of Insurance. Since that time he has worked full time hearing cases involving automobile insurance in County Courthouses and State Office Buildings throughout upstate New York. He is employed as an independent contractor by the American Arbitration Association, which administers the NYS Insurance Department’s arbitration programs.

Tom is an avid golfer and hockey fan. He has played golf at Seven Oaks Golf Course for over twenty years and has been a Colgate Hockey season ticket holder since moving to Hamilton in 2005. 

He and his wife Deborah, who is originally from Kentucky but spent most of her adult life in New Orleans, currently reside on Payne Street. They have six adult children and seven grandchildren.  Tom’s voter registration is as unaffiliated/independent.
